Structural Plunder Masked by Dividends
Trump's proposed "dividend" logic is brutally simple: if a community dislikes data centers, pay them. This isn't problem-solving; it's slapping a "deal" label on structural violence. The energy consumption, water depletion, and ecological disruption caused by data centers are textbook examples of structural violence, which Trump attempts to transform into a form of complicity through short-term financial incentives.
This narrative is dangerous because it defines a fake optimal expression: the idea that any stripped right can be priced if the offer is high enough. Once a community accepts the dividend, they shift from victims to beneficiaries, completing a process of internalised discipline. They stop discussing environmental justice and start discussing payout ratios. This is the weaponisation of expression—using a "financial deal" to hijack the cognitive entry point and erase the fact that data centers are essentially plundering public resources.
Who are the co-conspirators? Tech giants buy cheap resource access and political passes with minor payouts; politicians gain votes by playing the "dealmaker"; and some community members trade long-term survival for immediate cash. This "financial transaction" makes direct violence (environmental ruin) appear "reasonable" and even "popular" at the cultural layer.
The irony is the privatisation of public discourse. When "popularity" is determined by bank balances, democratic deliberation becomes a mere pricing game. This doesn't close the gap between Potential and Actual; it uses money to precisely eliminate the capacity for dissent.
