When a system allows private firms to manufacture "violations" at scale and low cost to extract high fees, it is no longer managing traffic; it is operating a legalized extortion industry. The exemption for "honest mistakes" is a trap; without independent oversight, the burden of proof falls on the victim, and the cost of proving "honesty" often exceeds the fine itself.
Most cynically, the previous withdrawn rules were actually more generous. This "new deal" is a classic fake optimal expression: the government tosses a few irrelevant numbers (5 mins, 10 mins) to buy public silence, masking a deep complicity with private capital. They don't need to eliminate violence; they only need to make it look like it's being "managed."
As long as the gap between the Potential (a just pricing standard) and the Actual (£100 extortion) is not substantially closed, this is nothing more than painting the shackles with a glossy coat.
