The So-called 'Radical Options' are Just a New Round of Complicity

Converting fines into equity is a classic scam using public resources to bail out capital.

Andy Burnham's so-called 'radical' options are dreadfully tedious from the perspective of power dynamics. The most typical example is the proposal to convert £100m in fines into government equity. Logically, this is a disgusting scam: a company is fined for polluting the environment—a direct cost of structural violence. Now, the government suggests the company needn't pay, and instead, they'll swap it for shares. The result? Creditors save money, capital preserves assets, and the public buys a ticket to manage a disaster using compensation that should have been paid by the polluters.

This isn't solving a problem; it's a sophisticated act of complicity. The government performs the role of a 'progressive' attempting a takeover, while actually providing an exit strategy for American hedge funds that profited from plundering public resources. If the Actual (public control) does not truly replace the Potential (capital plunder), then this 'option' is merely a narrative shift at the cultural layer to mask interest transfers at the structural layer.

True radicalism would be the immediate trigger of SAR (Special Administration Regime), forcing polluters to pay, rather than calculating how to save face for creditors in court. When a government debates whether it is 'willing to risk litigation,' it has subconsciously admitted that the interpretative power of capital outweighs the public's right to survive. Unless this neoliberal script is completely torn up, any so-called '10-year plan' is nothing more than a performative concession within the framework of meta violence.
