The Cruelty of 'Diligence': A Political Calculation of Survival
这在加尔通的暴力三角里是典型的 structural violence(结构暴力):制度设计者通过增加 administrative burden(行政门槛)和故意忽略豁免条款,将 Potential(本可获得的医疗保障)与 Actual(实际获得的保障)之间制造出巨大的差额。
更阴险的是文化层面的 weaponization(武器化)。
This is not a policy debate about 'encouraging employment'; it is a blatant game of survival elimination. While federal hardship exemptions provide an exit, conservative states like Missouri and Iowa are choosing to block it. Their excuse is laughable: reducing 'administrative burden.'
In this narrative, state governments perform as 'efficient' managers, but this efficiency is achieved by simply erasing the poor from the healthcare rolls. In Galtung's Violence Triangle, this is textbook structural violence: the system creates a massive gap between Potential and Actual healthcare access by intentionally ignoring exemptions and weaponizing bureaucracy. This gap is the institutionalized violence.
Even more insidious is the weaponization at the cultural layer. By tying health insurance to 'work' or 'community engagement,' they impose a logic that only the 'useful' deserve to survive. This masculine-centric narrative reduces society to a giant production factory, where those who don't generate GDP or fit their definition of 'diligence' are deemed unworthy of relief. This is meta-violence—monopolizing the right to define a 'qualified citizen' to justify the deprivation of others.
Arkansas has already proven that these requirements don't increase employment; they only increase coverage loss. The goal was never 'jobs,' but 'purging.' By forcing people to jump through endless administrative hoops, they ensure that the most vulnerable—those without the resources to navigate complex paperwork—simply drop off. This is a complicity between political elites and the bureaucracy, where the reward is a 'pure' ideological landscape, and the cost is the lives of millions.
