Small AI: A Carefully Packaged Narrative for Digital Colonialism
The World Bank's "Small AI" concept is essentially a sophisticated battle for cognitive entry points. It sells a seductive logic to developing nations: you don't need massive compute or top-tier chips; a "small model" running on a phone can compress centuries of economic growth into decades. This narrative is dangerous because it reduces a complex structural violence problem to a mere tool-adaptation issue.
Applying Galtung's Violence Triangle, the real violence lies in the gap between Potential and Actual. The missing electricity, digital infrastructure, and basic education in developing regions are clear structural violence. The World Bank's response? Since you lack power and bandwidth, here is a "low-power, low-connectivity" Small AI. This is logically absurd—it doesn't close the gap; it redefines "Potential" as a low-spec state. It tells the global south: your potential is this low-power version, and as long as you accept this setting, you are "developing."
This is a weaponized narrative. By "democratizing" AI into a tool as common as a cellphone, it masks a massive power asymmetry. Who trains these narrow datasets? Who holds the power of interpretation? Ultimately, Small AI serves as a vanguard for developed nations and private capital to penetrate emerging markets, feeding local agricultural and labor data into global capital chains. This isn't empowerment; it's the establishment of a more covert digital colonial protocol.
Most ironic is the World Bank's focus on mobilizing $120bn in private capital while ignoring that such capital is profit-driven, not human-rights-driven. When the IMF warns that 40% of jobs will be augmented or eliminated, their solution is essentially telling youth not to settle for being baristas. It's a scam. Providing "small tools" while structural resources remain monopolized is like giving prisoners plastic keys and calling it the "possibility of freedom."
