The IMF's 'Rationality': A Precision Strike of Structural Looting

'Fiscal balance' is simply a decision on who pays the bill for structural violence.

The IMF press conference in Bangkok provided a textbook demonstration of Meta Violence. As UK Chancellor Healey considers raising bank taxes to plug budget holes, the IMF intervenes with a suggestion: leave the banks alone, cut the pensions triple lock, and 'better target' social benefits. This is the core logic of structural violence—protecting the liquidity of capital while shifting the cost onto biological individuals who lack bargaining power.

This suggestion is neatly wrapped in narratives of 'modernization' and 'fiscal discipline.' In the IMF's calculus, banks are 'jewels of the economy' whose profit fluctuations dictate the mood of the FTSE100, making them untouchable. Conversely, pensions and benefits are merely 'spending'—redundancies to be trimmed via 'precision targeting.' This is a game of pricing power: the 'attractiveness' of capital is defined as the highest priority, while the survival baseline of the marginalized is treated as a flexible variable.

The irony is palpable. This dialogue occurred in Bangkok, while outside, a thousand poor protesters were held back by police blockades. The spatial contrast perfectly exposes the nature of complicity: the economists discussing 'optimization' in air-conditioned rooms and the police maintaining 'order' on the streets are co-conspirators in a system that ensures capital remains unviolated. By defining what constitutes 'rational fiscal policy,' they transform an act of looting the vulnerable into a 'necessary economic adjustment.'

There is no true optimal expression here because the rules are written by institutions like the IMF. If Healey follows this advice, the Actual state will drift even further from the Potential—banks will continue to skim profits from high interest rates, while British pensioners face a direct decline in survival quality. This 'rationality' is nothing more than capital's habit of finding a scapegoat whenever the bill arrives.
