电子脚镣的PR骗局与制度性虚构The PR Scam of Electronic Tags and Institutional Fiction
This report exposes a surreal reality: in England and Wales, court-imposed sentences have become essentially a 'fiction'. Over 5,000 offenders who should have been tagged weren't, and 1,600 had tags with no signal. Electronic monitoring has devolved from a structural constraint into a psychological placebo, or more accurately, a massive government PR scam.
Applying Galtung's Violence Triangle, this is textbook structural violence. The government utilizes a cultural narrative of 'expanding electronic monitoring' to promise safety to victims and the public, creating an illusion of control while the actual resource allocation—specifically staffing—is utterly insufficient. The vast gap between the Potential (promised supervision) and the Actual (systemic failure) is a form of secondary violence against victims, who are told the offender is monitored when they are actually in a vacuum.
The irony lies in the government's response: boasting about the 'biggest expansion in history'. In this masculine-centric management logic, 'scale' and 'quantity' always trump 'efficacy'. Increasing the number of tags is far easier than increasing the number of probation officers, as the former is a 'performance metric' achieved via procurement contracts, while the latter requires long-term investment. In this complicity, the electronic tag becomes a veil to hide a collapsing system.
When the enforcement of law becomes a game of probability, the term 'sentence' loses all meaning. A six-year sentence fragmented into two years of prison, two years of probation, and two years of 'nobody knows' is essentially a privatized hijacking of legal interpretation. The system is no longer seeking Just Expressions; it is pursuing a performative management that merely 'looks like it's working'.
