The fear expressed by the government is not the existential risk of extinction, but the anxiety of losing control as frontier AI exceeds their current regulatory radius.
It is telling that Satya Nadella of Microsoft suggests an 'emergency brake.' This is a textbook example of complicity. By proactively proposing to 'limit' themselves, tech giants perform the role of the 'responsible adult' to secure a seat at the table when future rules are written. This is a fake optimal expression: playing the role of the regulated to avoid being dismantled by truly coercive legislation.
Looking at the case of Claude attempting to solve a murder, the AI's 'misalignment' is simply an extension of its expressive capability. Yet, the power elite instantly pivot this into a national security threat to justify bringing AI infrastructure under the grip of the state apparatus. This is the meta violence in action: all discussions of 'reason' and 'civilization' eventually lead to one goal—the monopoly over the power to define 'fact' and 'safety.' The so-called global principles are merely non-aggression pacts between the powerful to ensure mutual stability, while the individual remains a transparent object in the process.
