用 PR 掩盖的 tinderbox:英国政府的生存博弈 scamA Tinderbox Masked by PR: The UK Government's Survival Scam
从 Potential(有计划、有装备、有训练)到 Actual(计划被 scrap、装备缺失、训练匮乏),这个巨大的差额就是由政府制造的暴力。
This is a textbook case of structural violence. The government wrote 'wildfire preparedness' into the 2023 official plan, yet by 2026, firefighters were thrust into 'apocalyptic' scenes without proper PPE. The gap between the Potential (plans, gear, training) and the Actual (scrapped programs, missing equipment, zero training) is the violence manufactured by the state.
What is most repulsive is the 'relay-style complicity'. The previous government wrote the plan but never implemented it; the current government dismisses it as a 'commitment not brought into effect'. This political buck-passing is a form of complicity, maintaining a shared logic: that 'expression' in a document equals 'governance' in reality. This is a weaponized expression, turning policy papers into PR bunkers to hide the systemic starvation of resources.
Only when wildfires threatened nuclear power stations and homes did the Prime Minister convene an emergency meeting to ban disposable barbecues. This is an anemic, performative concession. They attempt to replace high-cost structural investment—such as peatland restoration and PPE upgrades—with a low-cost ban.
Firefighters are forced to wear heavy, unsuitable gear in extreme heat, often removing it just to breathe, exposing themselves to lethal gases. This has slid from structural to direct violence. The government is using the physical bodies of frontline workers to fill the void left by political budget cuts and administrative laziness. This isn't 'climate adaptation'; it's a game of shifting the cost of failure onto those with no pricing power.
