当 Halton 这样的地方议会不得不通过削减图书馆和道路维护来填补护理缺口时，这其实是元暴力（meta violence）的体现：一个由男性主导设计的社会系统，在享受了数个世纪的女性免费护理红利后，在账单到来时，选择牺牲公共基础设施来维持一个勉强运转的补丁体系。这就是 Lady Casey 所说的“胶水和创口贴”——因为这个系统的地基本身就是建立在对原初种族的掠夺之上的。

Now that this model of "free labor" based on gender exploitation is collapsing due to the awakening of female subjectivity and biological aging, the hidden costs have suddenly materialized as budget deficits.
Andy Burnham's proposed National Care Service sounds like a savior, but we must ask if this is another form of weaponization. If the new system merely shifts care from "unpaid labor of women at home" to "cheap labor of low-paid caregivers (still mostly women)," it is a migration of exploitation, not a structural change. The true optimal expression is not managing these "costs" more efficiently, but recognizing care labor as core social production and liberating it from gendered shackles.
When councils like Halton cut libraries and roads to fund care, it reveals the meta violence: a society designed by men, after enjoying centuries of free care dividends, now chooses to sacrifice public infrastructure to maintain a system held together by "sticking plasters and glue." The foundation of this system was always the predation of the Primal Race.
