The BART Death Spiral: A Structural Scam of 'Self-Sufficiency'

Defining public infrastructure as 'self-sufficient' is, in itself, a form of structural violence.

The so-called 'death spiral' of the SF Bay Area's BART is essentially a cognitive scam that has lasted five decades. The narrative describing BART as a 'model of self-sufficient funding' is the biggest joke of the year. In public transit, the pursuit of 'self-sufficiency' is a form of structural violence. It forcibly distorts a public service—a fundamental right to survival—into a commercial product that must maintain profits through fares.

By betting 60%-70% of its operating revenue on passenger fares, BART entered into a dangerous complicity with the neoliberal narrative that 'user-pays' is the only just model. This model was masked during economic booms, but in the face of a systemic shock like the pandemic, it became a noose around the necks of commuters. Now, as the system teeters on collapse, the attempt to patch the hole via sales tax is merely a belated and risky correction of a structural mispricing.

It is profoundly ironic that the tech giants of the Bay Area, who have long reaped the rewards of labor mobility provided by BART, remain silent complicitors as the funding chain snaps. As the surgeon David pointed out, these companies benefit most but vanish when it comes to subsidies. This is the manifestation of meta-violence: the costs of public resources are borne by low-income workers (like 70-year-old Alvina at McDonald's) through time and quality of life, while the economic dividends are monopolized by capital.

If the ballot measure fails, the collapse of BART will cause the gap between Potential and Actual to explode. For low-income workers and people with disabilities, this is not about 'traffic congestion,' but a direct deprivation of their existential space. The 'death spiral' isn't caused by a lack of riders, but by a system that, from its inception, attempted to measure the basic right to mobility with a commercial ledger.
