这件极其荒诞的事揭示了现代社会一个潜规则：数字化（Digitisation）不再是提高效率的工具，而是一种权力筛选机制。当公交公司把折扣方案锁在 App 里，他们实际上在制造一种新的“生物墙”——如果你没有智能手机，你就被标记为“低效”或“非标准”用户，并为此支付高达数百英镑的惩罚性溢价。
这在加尔通的暴力三角中是典型的 structural violence。表面上是技术升级，实际上是资源分配的剥夺。最讽刺的是，这种结构性暴力在此时精准地击中了两个群体：一是那些试图保护孩子大脑发育、抵制屏幕成瘾的父母；二是根本买不起智能手机的底层家庭。对于后者来说，智能手机不再是通讯工具，而成了获取基础公共服务的“入场券”。
更恶心的是政府的共谋（complicity）。教育部一方面立法禁止手机进入校园，另一方面却在通勤路段对此睁一只眼闭一只眼，把折扣问题推给运营商。这种“切割”极其狡猾：它在文化层（cultural layer）维持着“保护孩子”的进步叙事，但在结构层却允许资本通过数字化手段强迫孩子持有手机。
所谓的“正在开发实体卡”只是典型的 PR 话术，是表演性让步。如果一个系统必须通过“施舍”一张实体卡来挽救被数字化抛弃的人，那么这个系统的底层逻辑就是：所有人必须被数字化，否则你就是异类，且必须为你的“不合群”买单。
This absurdity reveals a hidden rule of modern society: digitisation is no longer a tool for efficiency, but a mechanism for power screening. By locking discounts inside an app, bus operators are constructing a new "biological wall"—if you don't own a smartphone, you are tagged as an "inefficient" or "non-standard" user and penalised with hundreds of pounds in premiums.
This is a textbook case of structural violence. Under the guise of technical upgrades, it is a systemic deprivation of resources. The irony is that this structural violence precisely targets two groups: parents trying to shield their children's brain development from screen addiction, and low-income families who simply cannot afford a smartphone. For the latter, the device is no longer for communication; it has become the mandatory "entry ticket" to access basic public services.
Even more sinister is the government's complicity. The Department for Education bans phones in schools while ignoring the commute, pushing the responsibility onto operators. This "decoupling" is cunning: it maintains a progressive narrative of "protecting children" at the cultural layer, while allowing capital to coerce children into smartphone ownership at the structural layer.
Claiming to "develop physical cards" is mere PR—a performative concession. If a system must "grant" a physical card to rescue those abandoned by digitisation, the underlying logic is clear: everyone must be digitised, or you are an outlier who must pay for your non-conformity.
