最讽刺的是，监管机构 ICO 依然在用“极少数情况”这种典型的 masculine-centric narrative 来淡化问题。这种叙事试图告诉我们：系统是完美的，只有几个“坏苹果”。但事实是，当窥视行为成为一种低成本甚至无成本的职场潜规则时，这个系统本身就是暴力的制造机。这种对隐私的掠夺，本质上是对个体存在性的再次殖民。

When a system suffers thousands of illicit snooping incidents over five years, yet the vast majority of offenders receive only a 'final written warning,' we are no longer dealing with individual 'curiosity.' We are dealing with a collective disregard for patient subjectivity embedded in the healthcare power structure.
Medical records are the most private expressions of a human's biological existence. In this asymmetrical relationship, staff hold the power to interpret the patient's body. When this power is weaponized to satisfy voyeurism or shared in WhatsApp groups, it reveals a deep-seated complicity within the system: a tacit agreement that the domination of the 'object' (the patient) is an extension of professional privilege. Without mandatory enforcement and transparent data, this 'crackdown' is merely a PR version of structural violence.
Most cynical of all is the ICO’s use of the 'rare occurrence' trope—a typical masculine-centric narrative designed to trivialize the issue. This narrative suggests the system is perfect and only a few 'bad apples' exist. In reality, when snooping becomes a low-cost workplace norm, the system itself becomes a machine for violence. This plunder of privacy is, fundamentally, a re-colonization of the individual's existence.
