The police mention 'black communities' concerns, but their focus is too narrow, trapped in the direct layer of 'was there a murderer?'. The real violence isn't about the presence of a killer, but about what kind of social structure drives three adult women into the deep sea at midnight. This 'no crime' conclusion is a form of complicity, using legal 'objectivity' to mask structural brutality. As long as there is no evidence of a physical push, the system can comfortably declare: there was no violence here.
