这场博弈的参与者全都是共谋者 (complicit)。从被特朗普施压的英国政府，到急于通过预算增加来维持订单的国防工业代表，再到通过制造“安全危机”来合法化预算增长的北约领导层。他们口中的“可信路径”，实际上是军工资本在政治权力中预设的提款路径。所谓的“安全”只是一个 weaponized 概念，被用来作为认知入口，诱导公众接受一个事实：为了不被外部暴力摧毁，我们必须先在内部通过削减民生来喂养暴力机器。

When resources are forcibly diverted from healthcare and education into the black hole of the military-industrial complex, the gap between Potential and Actual—the lost public welfare—is the hidden violence of this game.
Everyone involved is a complicit actor: from a UK government pressured by Trump, to defense industry reps eager for new contracts, to Nato leadership legitimizing budget hikes by manufacturing a “security crisis.” Their “credible path” is actually a predetermined withdrawal path for military capital from political power. “Security” here is a weaponized concept, a cognitive entry point used to convince the public that to avoid external violence, we must first feed the violence machine by sacrificing domestic well-being.
The irony is that this narrative reduces the state to a beast that must be constantly fed, and citizens to mere fuel. This logic—equating the capacity for destruction with the capacity for survival—is the core of meta-violence. It monopolizes the interpretation of “security,” making people believe that only by increasing the budget for killing can peace be achieved. It is a total scam, using a fictional, unreachable threshold of safety to ensure the perpetual growth of the violence industry.
