This narrative attempts to rebrand the industry as a "regulated, relatively safe" protector, forcing the government to hesitate in the face of structural violence. It is a blatant threat: if you stop me from predating legally, I will let the illegal predators take over.
Looking back at the 2005 Gambling Act, we see a textbook example of weaponised expression. The Blair government redefined gambling as a "legitimate leisure activity" and an "economic driver," shifting the cognitive entry point to disguise an addictive mechanism that ruins lives and triggers suicides as a contribution to employment. This narrative masks how the industry precisely harvests the marginalized through digital ads and social media influencers.
So-called "voluntary measures," such as the "whistle to whistle" ban, are merely performative concessions—cultural shields designed to avoid structural change through superficial tweaks. When 1.4 million people suffer from gambling problems while the industry rakes in £12.6bn, such "self-regulation" is a scam.
If this ban is actually enacted, it would be genuine good_news, as it attempts to close the gap between Potential (public health) and Actual (the state of being preyed upon). However, as long as the power of interpretation remains trapped in the complicity logic of "economic contribution" and "black market threats," any legislation risks being diluted into a piece of performative theater.
