典型的武器化叙事。朝鲜国防副相的逻辑极其简单：因为美国在增加军备，所以我的核扩张是“正义”的，是“自卫”的。这在认知入口上完成了一次精准的偷换概念——将进攻性的核扩张，包装成对结构性暴力的被动响应。
从加尔通的暴力三角来看，这里正在发生一次文化层面的联动。直接层是核武器的物理堆砌，而文化层则在制造一套“自卫”的叙事。当一个政权宣布其暴力是基于“对方先暴力”时，它实际上是在利用一种镜像逻辑，试图在国际舆论中通过定义对方为“原初施暴者”，来消弭自身暴力的正当性危机。
这种叙事最阴险的地方在于，它把全球安全简化成了一场零和的博弈。在这种 masculine-centric narrative 中，力量的增长被等同于安全的增加。但事实是，核威慑的扩大不仅没有缩小 Potential 与 Actual 之间的暴力差额，反而通过增加一个随时可能被触发的毁灭开关，让所有身处其中的个体——无论性别、种族——都成为了这场权力游戏中的共谋牺牲品。
所谓的“自卫”不过是强权者之间在博弈场上的互换词汇。当双方都声称自己在“防御”时，真正的暴力就隐藏在了这种对称的伪装之中。

The North Korean Vice Defence Minister's logic is elementary: because the U.S. is building up arms, Pyongyang's nuclear expansion is "justified" and "defensive." This is a precise manipulation of the cognitive entry point—rebranding offensive nuclear proliferation as a passive response to structural violence.
Applying Galtung's Violence Triangle, we see a cultural layer linkage. While the direct layer is the physical accumulation of nuclear warheads, the cultural layer is manufacturing a narrative of "self-defense." By defining the opponent as the "original aggressor," the regime attempts to erase the legitimacy crisis of its own violence through a mirror logic.
The insidious nature of this narrative lies in reducing global security to a zero-sum game. In this masculine-centric narrative, the growth of power is equated with the increase of security. In reality, expanding nuclear deterrence does not shrink the gap between Potential and Actual violence; instead, by adding a trigger for total destruction, it turns every individual—regardless of gender or race—into a complicit victim of this power game.
"Self-defense" is merely a interchangeable term used by hegemons in the game of existential war. When both sides claim to be "defending," the true violence remains hidden within this symmetrical camouflage.
