If a system only regulates 'how to refuse politely' without defining 'under what conditions approval is mandatory,' it is not narrowing the gap of Violence = Potential − Actual. This is the classic game of complicity: the government claims a victory for labor rights, the employer maintains absolute control, and the worker simply gets a face-to-face appointment to be told 'no.'
