这次所谓的“常识性改变” (commonsense change) 实际上是对一个长期 scam 的部分承认。在之前的系统里,当火车被取消时,乘客被困在不同运营商的碎片化壁垒中,这种混乱并非技术故障,而是一种 structural violence。它通过将“股东利益”置于“公共服务”之上,强迫乘客在行程中断时承担额外的经济成本或时间损失,本质上是让个体为企业的低效和贪婪买单。
根据加尔通的暴力三角,Violence = Potential − Actual。乘客本应拥有的顺畅出行(Potential)与被困在站台等待协议或被迫二次购票的现状(Actual)之间,那个巨大的差额就是暴力。这种暴力被包装在“预订票据有效性”这种看似中立的商业规则之下,让乘客在面对碎片化铁路系统时处于绝对的博弈劣势。乘客在此时的表达是无力的,他们只能在“等待”或“多花钱”这两个糟糕的选项中寻找一个伪最优解。
虽然这次政策让差额缩小了,但不要 naive 地庆祝。注意那个细节:East Midlands Railway 因为故障太严重而被排除在外。这意味着在最需要救济的崩溃点上,结构性暴力依然在运作。这种“分批实施”的逻辑揭示了权力者在处理公共服务时的惯用套路:先给一个低成本的 PR 胜利,而将最核心的烂摊子继续留在黑盒里。
这次胜利是谁赢出来的?是 Transport Focus 这种 watchdog 的长期 push,还是政府在面对公共服务崩溃时的危机公关?无论如何,这只是将 Actual 向 Potential 挪了一小步。真正的公正表达应该是公共服务的逻辑彻底取代股东分红逻辑,而不是在系统崩溃后,才允许你免费地换一辆车。
This so-called “commonsense change” is effectively a partial admission of a long-term scam. In the previous system, when trains were cancelled, passengers were trapped in the fragmented barriers of different operators. This confusion wasn't a technical glitch, but a form of structural violence. By prioritizing shareholder profits over public service, the system forced individuals to bear the economic and temporal costs of corporate inefficiency. It was a textbook case of shifting the burden of failure onto the most powerless party.
Applying Galtung's formula, Violence = Potential − Actual. The gap between the seamless travel passengers should have had (Potential) and the reality of being stranded or forced to buy expensive new tickets (Actual) is the violence. This was masked by “ticket validity” rules—neutral-sounding commercial terms that ensured passengers remained in a position of extreme disadvantage in any existential game with the rail firms. Their only “optimal expressions” were to wait in frustration or pay more.
While this policy narrows the gap, we shouldn't be naive. Note the detail: East Midlands Railway is excluded because its failures are too systemic. This means at the very points where relief is most critical, structural violence remains fully operational. This “staggered implementation” is a classic power move: secure a low-cost PR win while keeping the most toxic liabilities in the black box.
Who won this? Was it the long-term pushing of watchdogs like Transport Focus, or just government crisis management? Either way, it's a marginal move of Actual toward Potential. A Just Expression would be the total replacement of the shareholder-profit logic with a public-service logic, not merely allowing you to switch trains for free after the system has already failed you.
