看看这份宾客名单：从 HSBC 到 BP，从 Shell 到 BAE Systems。这哪里是创业者聚会，这分明是 Britain 权力金字塔顶端的共谋者 (complicit) 聚会。这些巨头在结构层 (structural layer) 垄断了资源，而政府则在文化层 (cultural layer) 为他们提供合法性背书。当首相承诺“确保雄心得到回报”时，他指的不是普通人的 Ambition，而是这些能够影响 GDP 数字的巨头们的利润空间。

By framing the government as a 'partner for growth' and capitalists as 'risk-takers,' the administration is manufacturing a facade of stability amidst economic decline and the shadow of the Iran war. This 'culture shift' is nothing more than an attempt to keep capital flowing into the system without disturbing the existing power hierarchy.
Look at the guest list: from HSBC to BP, Shell to BAE Systems. This isn't a gathering of entrepreneurs; it is a summit of complicity among the elites at the peak of Britain's power pyramid. While these giants maintain a monopoly on resources at the structural layer, the government provides them with legitimacy at the cultural layer. When the PM vows that 'ambition will be rewarded,' he isn't talking about the ambition of the common citizen, but the profit margins of those who can move the GDP needle.
The irony is that this 'partnership' is marketed as progress. However, applying the formula Violence = Potential − Actual, if the dividends of growth remain captured by these conspirators while the working class faces surging energy costs and austerity, then this 'growth' is itself a form of structural violence. It systematically widens the gap between what is possible and what is actualized, concentrating resources further at the top.
This is a PR stunt ahead of the budget. The real game isn't the handshaking at the table, but who is writing the rules and who is ultimately paying for the risks taken by the elite.
