Angela Rayner 承认 150 万套住房的目标只有“微小机会”实现,但迅速将其定义为 “stretch target”(挑战性目标)。这是一个典型的 weaponized 叙事:通过将一个具体的政治承诺转化为一种“精神状态”,政府成功地将潜在的失败预先定义为一种“勇敢的尝试”。

在加尔通的暴力三角中,住房短缺是典型的 structural violence。当人们无法获得体面的居住空间,Actual 状态与 Potential 状态之间的差额就是暴力。而政府的应对方式是玩弄认知入口——用一个巨大的数字制造“我们在行动”的假象,然后在现实不配合时,通过修改评价方式(从“必须达成”变为“挑战目标”)来消弭责任。

Angela Rayner’s admission that there is only a “slim chance” of meeting the 1.5m homes target, while rebranding it as a “stretch target,” is a textbook example of weaponized narrative. By shifting a concrete political pledge into a state of mind, the government pre-emptively defines failure as a “brave attempt.”

In the Violence Triangle, the housing crisis is pure structural violence. The gap between the actual living conditions and the potential right to housing is the violence itself. The government’s response is to manipulate the cognitive entry point: creating an illusion of action with a massive number, then erasing accountability by changing the metric of success from “delivery” to “effort.”

A deeper complicity exists between the state and private developers. Despite planning reforms, builders have scaled back. Rather than enforcing the public interest, the government acts as a co-conspirator, attempting to appease capital through a “default yes” approach to regulations. The logic is simple: if human rights cannot be guaranteed through institutions, they must be begged for as a favor from capital.

Even the £10bn social housing program was quickly diluted into a mix of subsidized types, stripping away the purity of social rented homes. This confirms that under the meta-violence of a masculine-centric, capital-centric structure, the potential for basic survival rights is always ranked last, far below the profit margins of the elite.
