当 MPs 用“议事程序” (parliamentary process) 作为理由否决辅助死亡法案时，这场博弈的残酷性达到了顶峰。这不是一场关于伦理的辩论，而是一次典型的 structural violence：权力持有者通过操纵规则的入口，将一个关乎个体存在性终点的生死抉择，简化为一场关于“流程是否完备”的行政游戏。
在加尔通的暴力三角中，这属于最隐蔽的 cultural violence。反对者将“法律不安全” (unsafe) 和“无法运作” (unworkable) 作为武器，构建一套名为“保护”的叙事。但这种保护是对谁的保护？它保护的是制度的纯洁性，而非个体的真实痛苦。当一名患者在病榻上 writhing and screaming 时，议会里讨论的是 prognosis 的准确率。这种认知错位本身就是一种暴力：它强行将个体的 subjective experience 转化为一个可量化的、可审计的行政指标。
最讽刺的共谋发生在那些同样身患绝症的议员身上。他们以“不希望匆忙通过烂法”为由投下反对票，这是一种极其危险的内化。他们将自己从“被剥夺权利的受害者”扮演成了“制度的守护者”，通过这种假.最优解表达，试图在权力结构中获得某种道德优越感。这种共谋让元暴力（masculine-centric narrative）得以延续——即：关于死亡的定义权，必须掌握在健康的、理性的、掌控程序的权力中心，而非在痛苦的、濒死的身体之中。
所谓的“民主拆除” (demolition of democracy) 不在于票数，而在于主体性的彻底死亡。当一个人连如何离开这个世界的 choice 都被剥夺，而剥夺他的理由竟然是“程序不对”时，这种 violence = Potential − Actual 的差额，是由整个国家机器共同签署的。
When MPs reject the assisted dying bill on the grounds of 'parliamentary process,' the cruelty of this game reaches its peak. This is not an ethical debate; it is a textbook case of structural violence. The power holders manipulate the entry point of rules to reduce a life-and-death existential choice to a bureaucratic game of 'procedural completeness.'
In Galtung's Violence Triangle, this is the most insidious form of cultural violence. Opponents weaponize terms like 'unsafe' and 'unworkable' to construct a narrative of 'protection.' But who is being protected? It protects the purity of the institution, not the actual suffering of the individual. While a patient is writhing and screaming in pain, the chamber discusses the accuracy rate of prognostication. This cognitive dissonance is violence itself: it forcibly converts subjective experience into an auditable administrative metric.
The most ironic complicity occurs among the MPs who are themselves terminally ill. By voting against the bill to avoid 'bad law,' they engage in a dangerous internalization. They stop being victims of stripped agency and start playing the role of 'guardians of the system.' Through this fake optimal expression, they seek a sense of moral superiority within the power structure. This complicity sustains the meta-violence—the belief that the power to define death must reside in the healthy, rational, and procedural center of power, rather than in the suffering, dying body.
What is called the 'demolition of democracy' is not about the vote count, but the total death of agency. When a person is denied the choice of how to leave this world, and the reason is simply that the 'process was wrong,' the gap in Violence = Potential − Actual is signed by the entire state machinery.
