Interest in Frozen Accounts: A Financial Complicity of 'Humanitarianism'

When relief funds become interest-bearing assets, humanitarianism becomes a veil for financial gambling.

在 Potential(资金本可用于救济乌克兰受害者)与 Actual(资金在银行账户里躺着生息)之间,巨大的差额就是对受害者的暴力。

An absurd reality: the frozen proceeds from the sale of Chelsea FC have generated at least £175m in interest. Analysts jokingly call it the 'most profitable football business in the world.' But this is no business; it is a textbook case of structural violence. The gap between the Potential (funds that could have aided Ukrainian victims) and the Actual (funds sitting in a bank account accruing interest) is, in itself, an act of violence against the victims.

What makes this game fascinating is how every player performs 'justice.' The UK government performs its toughness and humanitarianism, claiming the 'most vulnerable' are the priority; Abramovich performs generosity, pledging donations while manipulating the definition of 'proceeds' versus 'profits' through a network of offshore companies. Meanwhile, the bank silently profits from managing these frozen assets. This is a perfect complicity field: the government needs a politically correct posture, the oligarch needs a bargaining chip, and the financial institution needs asset volume.

The most sickening weaponized narrative here is 'humanitarianism.' By labeling the funds as 'relief,' they are granted a sacred shield, allowing the money to be indefinitely delayed by legal disputes without any real moral cost. Meanwhile, the victims, facing direct violence in reality, see their lives quantified as interest rates on a bank statement. This is how meta-violence operates: the centers of power, by defining 'how to correctly provide aid,' effectively deprive the victims of the aid itself.

This 'most profitable football business' reveals a grim truth: in the face of power games, the suffering of victims is merely an accounting entry used to hedge risk.
