But strip away the veneer, and it is a classic structural complicity: the central government sheds the burden of budget pressure by delegating the 'villainy' of raising costs to local officials, while mayors anticipate a slush fund they can manipulate at will.
The design of this levy is insidious. Although Angela Rayner attempts to disguise it as protection for budget travelers by using a percentage-based fee, it remains structural violence. The cost will ultimately be borne by the lowest-level service workers—mostly women and migrants—and budget-constrained tourists, through the pricing mechanisms of hotels and Airbnbs. Meanwhile, the revenue invested in 'public services' and 'infrastructure' often transforms into vanity projects for politicians to boost their profiles.
UKHospitality's protest is simply another game. They aren't worried about the tourists' wallets, but about the erosion of their own profit margins. Their proposed 'holiday bonus' is a scam: they want the central government to keep paying while local authorities simply collect rewards for attracting visitors. This is just two groups of complicitors fighting over who controls the entry point of the 'money bag'.
When power is fragmented and handed to mayors without transparent caps, this 'power' becomes a weapon. It is no longer about improving public life, but a chip for local elites to manufacture 'city competitiveness' at the cognitive entry. The growth of a city should not be built on the random taxing of temporary visitors.
