Enabling shipyard workers in Barrow or youth in Wolverhampton to 'make sense of their own reality' is about providing them a non-instrumental mode of expression, free from the constraints of masculine-centric narratives and capital logic.
However, we must be wary of this 'progress' becoming a form of performative charity. If art is merely used as an 'activator' for high streets or a 'springboard' for employment, it continues to serve the existing order. A real victory occurs only when these communities no longer rely on external awards to possess the right to express, but instead transform art into a permanent weapon for questioning power.
