PRThe 'Preventability' Scam: A PR Shield for Structural Violence

Using medical minutiae to mask systemic failure is a cultural whitewashing of structural violence.

当 Actual(实际状态)远低于 Potential(本应达到的安全状态)时,这中间的差额就是由警察、医疗监管和司法系统共同制造的结构性暴力。

When an inquiry shifts its focus to whether blood products could have been administered more rapidly to increase a 19-year-old's 'survivability,' the trial ceases to be about accountability and becomes a technical audit. This is a classic maneuver: using direct-level technical discussions to camouflage structural-level systemic collapse. The term 'potentially preventable' may be a probability in a legal dictionary, but in the logic of the Violence Triangle, it is a scam.

The real violence isn't about whether an ambulance arrived five minutes late; it is about how a violent latent agent—who kept notebooks on explosives, claimed to be God, had been sectioned four times in two years, and was under an active arrest warrant—could roam public spaces with total impunity. The police 'missed' notebooks and 'ignored' historical assaults. This isn't mere oversight; it is a form of complicity under meta-violence: objectifying the mentally ill as either 'harmless lunatics' or 'uncontrollable variables' to justify the lowest possible cost of management.

This narrative trap is insidious. It directs public attention toward the speed of emergency response rather than the systemic void that allowed a killer to walk the streets. When the Actual state is so far below the Potential safety state, the gap is a structural violence manufactured by the police, healthcare regulators, and the judicial system. Quantifying a victim's life as having a 'less than 50%' chance of survival is the final erasure of their subjectivity.

The inquiry will eventually publish a report, likely criticizing certain processes for not being 'rapid' enough, offering a performative concession to appease the public. But as long as the power of interpretation remains with the co-conspirators who created the loopholes—as long as they can define facts through 'mental illness' and 'medical probability'—the next Barnaby Webber is already in the queue.
