In England, thousands of vulnerable children are dumped into illegal care homes, while local councils not only know this but pay over £125m a year for it. This is not a 'bed shortage' tragedy; it is a massive, system-backed asset-stripping scam.
Observe the absurd chain of complicity: local councils ignore the criminal liability of illegal operations to meet 'placement' quotas on paper; regulators at Ofsted hesitate to shut them down to avoid the political fallout of having 'nowhere to send' children; and a crowd of entrepreneurs—property developers, builders, even songwriters—seize the cognitive entry point, redefining traumatized children as 'high-value business opportunities.' When a single placement can cost £1m, the child ceases to be a human in need and becomes a precisely priced financial product.
Most repulsive is the '28-day holiday' loophole. Packaging long-term illegal detention as a 'short break' is a classic weaponized expression. It uses a warm narrative to mask the deprivation of liberty, allowing children to live in tents for months while officially 'vacationing.' This narrative makes direct violence—such as the abuse of a girl by ex-soldiers—structurally 'justifiable' and invisible.
Only after a few extreme scandals sparked public outrage did Ofsted secure a performative conviction. This is not good_news; it is a minor adjustment within the framework of meta-violence. As long as 'placement quotas' are valued over human subjectivity, and as long as the logic of objectifying the vulnerable for profit persists, illegal care homes will simply find new names and new co-conspirators.
