More ironically, the communiqués from TfL and National Rail use neutral terms like 'severe delays' or 'suspended' to mask managerial failure. In this narrative, passengers are reduced to passive objects awaiting instructions, while the system blames 'fire' or 'trespassers'—external random events. This is a form of complicity: operators avoid accountability for a lack of robustness by defining the event as 'force majeure,' while the public accepts this inefficient norm through habitual complaining.
We shouldn't celebrate the fire being extinguished; we should ask: why does the Potential of a global financial hub's core transport node remain so low that a local fire can trigger city-wide paralysis? If the system is designed for minimum cost rather than maximum reliability, then every 'chaos' is actually a pre-programmed outcome.
