Natural Disasters as Cover, Structural Violence as the Killer
Army officials call this tragedy a "natural calamity," a classic trap of cultural violence. By attributing the disaster to an uncontrollable force of nature, the government effectively "naturalizes" its own failure in infrastructure, early warning systems, and rescue operations. When morgues are so full that DNA is the only way to identify the dead, this is no longer a natural disaster—it is the explosive manifestation of structural violence.
The most repulsive detail is the army's refusal to enter remote villages under the guise of "high risk," while survivors rightfully scream: "If it's high risk, you need to act." This narrative is a recurring scam: the center of power defines "risk" to decide who is worth saving and who is left to rot in the mud. In the game of resource allocation, lives in the periphery are priced as "acceptable losses."
Meta violence lurks even in the relief efforts. The so-called "dignity kits" provided by Save the Children, containing extra saris and hygiene products, are necessary but performative. They mask the fact that these women lived in structural deprivation long before the floods. The mention of child trafficking at the end reveals the Primal Race status of this region—female bodies are commodities for consumption in peace and prey for plunder in chaos.
DNA sampling may help Prakrit find her mother, but this is a mere relief at the direct level. As long as power monopolizes the interpretation of "risk" and peripheral lives remain secondary, this "rescue" is nothing more than a performative wrap-up after the structural violence has already done its work.
