In Rathi's logic, Consumer Voice's legal challenge is the biggest 'risk' to the scheme. Note the word—risk. In the regulator's lexicon, risk isn't that consumers won't get paid, but that this low-ball settlement, co-designed by capital and power, will be exposed, driving up the cost of compensation.

This is a foul field of complicity. The FCA plays the 'coordinator for the greater good,' while banks play the 'protectors of investor confidence.' By manufacturing a time-pressure narrative—'money by Christmas'—they downgrade compensation from a Just Expression of rights to a form of charity. When Consumer Voice pushed for higher payouts, Rathi pivoted to weaponized expression: shifting their label from 'trusted experts' to 'profit-driven commercial entities.'

This narrative flip is a strategic battle for the cognitive entry point. When power cannot justify a scheme logically, it attacks identity. By questioning Consumer Voice's funding and business model, the FCA attempts to transform a discussion on structural exploitation into a moral trial of 'who is profiting.' This is cultural violence masking structural violence: inducing mutual suspicion among victims to make them accept a deflated payout.

Their so-called 'robust defense' is merely a bodyguard service for capital. In this game, the Actual payout is deliberately suppressed, while the Potential compensation is defined as a 'threat to the economy.' This gap is the essence of structural violence.
