Zelenskyy admitted the depot "absolutely should not have been there," while the Ukrainian Prime Minister noted that the exact same mistake occurred in July. When a state, in the fifth year of a full-scale invasion, continues to store munitions next to care homes and residential areas, it is no longer a mere "error." It is systemic Negligence. This negligence is fundamentally a devaluation of civilian life—where the living space of the vulnerable is treated as acceptable collateral damage in the face of military priority.
The irony is that such structural violence is often cloaked in the cultural narrative of "emergency wartime measures," conditioning people to accept irrational risks. When administrative orders override safety regulations and such violations are tacitly permitted or repeated within the system, it becomes a form of complicity. The bureaucracy, in pursuing short-term deployment convenience, effectively places a price on civilian lives: if it doesn't blow up, the violation is "efficiency"; if it does, it's "criminal negligence."
This logic is universal in war narratives: whether the aggressor defines residential areas as "military targets" or the defender turns them into "ammunition depots," the meta-violence is the same—the reduction of human beings to expendable components of a war machine.
