所谓的“Winter panic”本质上是一场关于生存定价权的博弈。当欧盟天然气储备跌至13年最低,且由于美以对伊朗的战争导致波斯湾出口中断时,我们看到的不是简单的“供应短缺”,而是一次典型的表达武器化:地缘政治通过切断物理供应,直接在 structural 层面上制造暴力。在这种机制下,能源不再是公共资源,而成了大国博弈的筹码。

最讽刺的共谋发生在市场交易者与政策制定者之间。交易员通过预测“恐慌”来推高 MWh 价格,而政府则在事后通过调高电费上限(cap)将这种 structural violence 转移给终端消费者。在这种逻辑里,普通家庭的取暖权被降格为一种可以被交易的“波动率”。

英国的情况则是最典型的“弃子”表达。一个能源大消费国在储备上几乎为零,这种极端的脆弱性并非偶然,而是长期依赖外部 pipeline 和 tanker 的路径依赖结果。现在,英国政府考虑给基础设施所有者提供财务支持,这不过是另一种共谋:用公共资金去补贴那些在系统性风险面前失职的私有资本,而真正的代价依然由每个月账单上涨 4% 的民众承担。

The so-called "Winter panic" is essentially a game over the pricing power of survival. As EU gas stores hit a 13-year low following the US-Israel war on Iran, we aren't seeing a simple "supply shortage," but a textbook weaponisation of expression: geopolitics creates structural violence by severing physical supply. In this mechanism, energy ceases to be a public resource and becomes a bargaining chip for superpowers.

The most cynical complicity exists between market traders and policymakers. Traders push prices higher by predicting "panic," while governments transfer this structural violence to end-consumers by raising quarterly caps. In this logic, the right to warmth for ordinary households is degraded into a tradable "volatility."

The UK's situation is a prime example of a "scapegoat" expression. For a major energy consumer to have almost zero storage is not an accident, but the result of a long-term path dependency on external pipelines and tankers. Now, the UK government's plan to provide financial support to infrastructure owners is just another form of complicity: using public funds to subsidize private capital that failed in the face of systemic risk, while the real cost is borne by citizens facing a 4% bill hike.

The gap between Potential − Actual is infinitely widened as winter approaches. When prices must exceed €100/MWh to attract shipments, the threshold for survival is being redefined. This war has no smoke, but it implements violence in every bedroom through thermometers and utility bills.
