这就是典型的 structural violence。全球北方的化石燃料巨头在享受排放红利,而尼泊尔的村民在为这个他们从未参与的博弈买单。最讽刺的是,发达国家提出的“适应 (Adaptation)”方案,本质上是要求受害者在被掠夺后,用有限的资源去学习如何在这种被制造的绝望中生存。这不是援助,而是一种极其卑劣的共谋:通过提供一些碎片化的、基于旧逻辑的监测设备,让全球北方的决策者在心理上完成“我已经尽力救助”的道德闭环。

This piece exposes a brutal logic: the so-called "early warning systems" are nothing more than a PR scam in the face of meta-violence. When glacial collapses and debris flows erase monitoring stations instantly, the system dies before it can even be triggered. This isn't a technical glitch; it's the arrogance of design—trying to capture a sudden, new-world catastrophe driven by global heating using an old-world model based on "gradual water level rises."

This is textbook structural violence. Fossil fuel giants in the Global North harvest the dividends of emissions, while Nepali villagers pay the price for a game they never joined. The most cynical part is the "Adaptation" narrative pushed by developed nations. It essentially asks victims, after being plundered, to use their meager resources to learn how to survive in a manufactured despair. This isn't aid; it's a vile form of complicity: by providing fragmented monitoring tools based on obsolete logic, the decision-makers of the Global North complete a moral loop of "having done their best."

Loss and damage is not charity; it is restitution for primal plunder. When lives are reduced to an abstract figure in a post-disaster risk assessment, the power to set the price remains with those who manufactured the crisis. If a system can only count corpses after the fact rather than cutting off the source of violence at the structural level, then that system is itself a part of the Violence Triangle.
