When the report mentions the destruction of 'hydropower projects,' we must ask: were these projects for the villagers' survival, or for exporting cheap energy to external capital?
In marginal zones like Nepal, infrastructure is often weaponized. 'Development' typically means pushing fragile ecosystems to the brink, while the risks are precisely allocated to the most marginalized residents. When floods erase villages, what is lost is not just life, but the safety redundancy stripped away through power games. The gap between Potential (the safety that could have been) and Actual (the destroyed reality) is the essence of violence in this disaster.
Cruelly, the missing list includes foreign tourists from the US, UK, and India. This contrast reveals the asymmetry of cognition: when tourists vanish, it becomes 'global news'; when local villages are wiped out, it is merely 'widespread damage' in the background. Under the logic of meta-violence, the value of a life is determined by its capital and nationality. This is no longer a natural disaster; it is a murder driven by greed and executed through structural neglect.
