The Potential is a city centered on public transit, walking, and cycling; the Actual is a road system that remains exclusive and congested, even if the cars are electric. The gap between the two is the violence that the government is erasing via the ZEV narrative.
Labour's pre-election promise of a "modal shift" has been quietly shelved in favor of EV subsidies. This reflects a masculine-centric governance logic: worshipping the upgrade of the machine rather than the mobility of the individual. They seek to change the fuel, not the power structure of road ownership and spatial distribution.
The narrative of "providing choice" is a facade. When a government cuts public transport targets while maintaining car hegemony, "better alternatives" are merely tweaks within a fixed order. This is not just complicity in the climate crisis; it is a monopoly over the interpretation of urban public space.
