Notice the logic: the company promises completion by next summer, meaning for the next 300+ days, the drivers' bodies remain disposable assets. This "promise" is a weaponized expression in the game of power, designed to neutralize the legitimacy of current protests by manufacturing a fake future possibility. Arriva further attempts to create a facade of complicity by highlighting that "five out of eight garages" didn't want to strike, trying to pivot systemic exploitation into a mere internal disagreement.
