这是一场完美的共谋。AI 公司需要算力来喂养贪婪的模型，政府需要“科技增长”的政绩来掩盖经济的疲软，而 NSIP 机制则为这场交易提供了法律掩体。他们把数据中心包装成“经济增长的引擎”，但这个引擎的燃料是法律目标的背叛。在这种叙事里，气候目标变成了可以随时被“路径优化”的 PR 词汇，而真实的物理世界则在 1.3GW 的电力渴求中被缓慢地肢解。

The most repulsive part is the NSIP regime. By creating a 'fast-track' that bypasses local planning authorities in favor of central government decisions, it executes a classic structural violence. It shifts the environmental cost from the decision-makers' desks to the lungs of local residents, using the narrative of 'national significance' as a shield to insulate the projects from local scrutiny. When the government calls the figures 'misleading' based on utilisation rates, they are playing a cognitive game—using technical minutiae to mask the commercial reality that any operational datacentre will inevitably strive for 100% capacity.
This is a perfect complicity. AI firms need compute to feed greedy models, the government needs 'tech growth' as a trophy to mask economic stagnation, and the NSIP provides the legal cover. They package datacentres as 'engines of growth,' but the fuel for this engine is the betrayal of legal climate targets. In this masculine-centric narrative of 'progress,' climate goals become PR buzzwords subject to 'pathway optimization,' while the actual physical world is slowly dismantled by a 1.3GW thirst for power.
