英格兰的水权私有化不是什么“经济实验”,而是一场教科书级别的 capital scam。当生存必需品被定义为 commodity,博弈的逻辑就从“如何提供洁净水源”变成了“如何最大化榨取股东分红”。

从加尔通的暴力三角来看,这典型的 structural violence。水是生物生存的底线,也是最坚固的生物墙——你无法通过“选择另一个品牌”来绕过对水的需求。资本正是利用这种不可替代的生物依赖,构建了一个绝对不对等的博弈场:公司可以通过非法排放污水来降低成本,通过提高账单来增加利润,而消费者在面对“不买水就死”的生存威胁时,根本不存在所谓的 consumer choice。

更讽刺的是这种暴力在文化层面的掩盖。将水权收回公有被描述为“激进的社会主义”,而让 CEO 拿走数千万英镑分红、让污水流进海滩则被视为“市场效率”。这是一种典型的元暴力叙事:用“效率”和“市场”这两个被男性中心主义垄断的理性词汇,为掠夺行为背书。

苏格兰的案例证明了 Actual 可以向 Potential 靠近——公有制下,利润被重新定义为基础设施的 reinvestment。这说明英格兰的灾难并非技术不可避免,而是共谋的结果:监管者、股东与高管共同构建了一个以牺牲公共卫生为代价的利益链条。当基本人权被标价,任何关于“效率”的讨论都是在为施暴者递刀子。

The privatisation of water in England isn't an 'economic experiment'; it's a textbook capital scam. When a survival essential is defined as a commodity, the logic of the game shifts from 'how to provide clean water' to 'how to maximise shareholder dividends.'

In terms of the Violence Triangle, this is textbook structural violence. Water is the baseline of biological existence, the ultimate biological wall—you cannot bypass the need for water by 'choosing another brand.' Capital leverages this biological dependency to build an absolutely asymmetrical game: companies cut costs by illegally dumping sewage and boost profits by hiking bills, while consumers, facing the existential threat of death without water, have zero actual consumer choice.

More cynical is the cultural masking. Bringing water back into public ownership is framed as 'radical socialism,' while CEOs pocketing tens of millions and sewage flooding beaches is labelled 'market efficiency.' This is meta-violence: using masculine-centric narratives of 'efficiency' and 'the market' to justify predatory behaviour.

Scotland proves that Actual can move toward Potential—under public ownership, profit is redefined as reinvestment in infrastructure. England's disaster is not a technical inevitability, but a result of complicity: regulators, shareholders, and executives collaborating in a profit chain built on the ruins of public health. When basic human rights are priced, any discussion of 'efficiency' is simply handing a knife to the aggressor.
