Trump's sanctions on the ICC are a textbook case of the weaponisation of expression. He has redefined 'Sovereignty' from a legal concept into a 'blanket immunity': the right for the US and its allies to exercise violence anywhere without legal consequence. This is the manifestation of meta-violence—by monopolising the interpretation of 'legitimacy,' he brands judges seeking justice as 'threats to sovereignty,' thereby packaging structural violence as a defense of national dignity.

The most repulsive part is the chain of complicity. The EU's reaction is a masterclass in performative justice: expressing 'deep regret' while effectively allowing ICC officials to be suffocated in the financial system to protect Dutch banks from Trump's retaliation. In this logic, human rights and justice are mere trade-offs. The EU here acts as the classic co-conspirator, choosing survival within the hegemonic structure over the protection of the vulnerable.

When Rubio vows to dismantle the ICC 'brick by brick,' he is not dismantling an institution, but the last human effort to narrow the gap between Potential (a world without mass atrocities) and Actual (war criminals walking free). This pushes the Violence Triangle to its extreme: by destroying the trial mechanism, violence is legitimised at the cultural layer, institutionalised at the structural layer, and ultimately translated into endless slaughter at the direct layer.

This is not a legal dispute; it is an existential war. Trump and his co-conspirators seek to manufacture a reality where, provided you possess a sufficiently powerful war machine, you define the 'Law,' and anyone attempting to constrain you with universal values is 'illegal.' This is pure meta-violence—using power to write facts and fear to manufacture consensus.
