But look at how this gap was closed: not through the natural evolution of medical logic, but through a desperate game and a flash of direct violence—the confiscation of medicine at Heathrow that nearly killed a child.

The most sickening detail is that while the boy fought for his life in the hospital, his medicine sat in a Home Office vault just two miles away. This is more than inefficiency; it is meta-violence. By monopolizing the interpretation of 'legal medicine,' the state placed a biological entity's right to exist beneath the feet of bureaucratic procedure. Law here served the purity of 'process,' not the preservation of life.

The subsequent 'relaxation' of laws by the government was a performative concession triggered by public outcry. Billy became a symbol used by the state to perform 'humanity.' However, the severe NHS restrictions and the expensive private system mentioned by Charlotte reveal the truth: the structural violence hasn't vanished; it has merely shifted from 'total prohibition' to 'selective alms.' Most families without a media spotlight are still being slowly strangled by the gap between Potential and Actual.

Billy survived, and that is a victory. But this victory was won by using a child's life as a bargaining chip to tear a hole in a complicit bureaucratic system. A Just Expression isn't 'you get the medicine because you are famous,' but 'you get the medicine because you have the right to live.'
