In Galtung's Violence Triangle, when the cultural layer begins to define structural violence as "normal," violence reaches its most dangerous state—it ceases to be recognized as violence and becomes the "status quo."
Phillipson attempts to perform by attacking the "cesspit" of social media and the rhetoric of Tory politicians, but this is merely a superficial hedge at the direct layer. The true meta-violence lies in the fact that when a state's power apparatus realizes violence has been normalised, its first instinct is to describe it as an "observed phenomenon" rather than an "architecture to be dismantled." The trap of this narrative is simple: once it is labelled as "normal," all subsequent sluggishness and inefficient reforms can be excused as "doing our best against such a deep-seated normality."
The most cynical complicity occurs within the government itself: lamenting the police's failure to take violence against women seriously in a podcast, while simultaneously planning to release 5,000 prisoners to ease prison overcrowding. This is a textbook masculine-centric narrative—where the specific victims of violence are once again treated as acceptable costs for the "functioning of the system." The so-called "energy and hope" is nothing more than emotional PR for political actors after a power shift; the gap between Potential and Actual violence hasn't shrunk by a single millimetre.
