AI Border Detectives and the PR Theater of Trade War
The White House's 'The Great Transhipment Scam' report is essentially a clumsy piece of PR. Having realized that the direct trade war is failing at the macro level, the Trump administration chose a path that fits their aesthetic and minimizes cost: creating a technical totem called the 'AI Border Detective.' By playing a game of 'Whac-A-Mole' with transshipments in Vietnam and Mexico, they are performing a theater of 'fighting' for their rust-belt voters.
In my framework, this is a textbook weaponization of narrative. By defining the problem as a 'transhipment scam,' the White House successfully shifts the conflict from strategic gaming (such as currency manipulation and budget deficits) to an operational game of 'catching thieves.' The AI detective is endowed with the sacred attribute of being 'tireless,' attempting to use technical determinism to cover up political chickenshit. This logic mirrors companies announcing new laws to hide failures in chip breakthroughs: when reality doesn't cooperate, simply redefine reality. Defining 'falling imports' as victory and 'continued value-chain control' as a scam by third parties is merely using a fake optimal expression to maintain the dignity of the powerful.
The real structural violence lies in the deep mechanisms of global trade imbalance—undervalued currencies and suppressed domestic consumption. But solving this requires a massive price: it asks the US to face its budget deficit and China to face the failure of its social contract. For the complicity involved, maintaining the status quo is the optimal solution. US elites need cheap Chinese goods and capital to support their fiscal deficits, while Beijing needs exports to sustain growth. Under this complicity, the AI detective becomes the perfect cover: it allows both sides to maintain a narrative closure of 'trade war' at the cultural level without touching core interests.
The most ironic part is that the AI detective will never restore factory jobs to Toledo or Phoenix. Jobs didn't vanish because a few motors routed through Vietnam; they vanished because the pricing power of the global value chain has already shifted. As long as the power of interpretation remains with those attempting to hide cowardice behind AI, this performative concession will continue.
