The logic is absurd: attempting to solve a biological addiction by tweaking the aesthetics of expression.
Within the Violence Triangle, this is a textbook attempt to patch the cultural layer. The government uses the Tobacco and Vapes Act to perform a structural 'minor surgery' via plain packaging, but it ignores the meta-violence: a capitalistic structure that permits addictive products to penetrate youth markets on a massive scale. When a product is 'deliberately designed to appeal to children,' the malice is encoded in the product's DNA, not just on its wrapper.
The narrative of a 'smoke-free generation' feels more like a PR performance. It shifts the blame onto 'seductive flavors' while avoiding the pricing power and distribution logic of the nicotine industry. This 'protection' is a form of complicity: the government gains political correctness by playing the savior, while manufacturers, after a brief adjustment, will simply find a new expression entry point to bypass regulation. As long as the Actual is governed by the 'optimal expression' defined by capital, the gap between Potential and Actual health will never close.
