This means that while the child was alive, his right to exist was valued lower than the cost of a few gadgets. It is a clear form of complicity: the council, the management, and the staff collectively maintained a facade of "safety" until direct violence tore it open.

In the structure of temporary social housing, the vulnerable are given a fake "choice": accept a death-trap apartment or face homelessness.
