The volunteers fighting for bathing status are engaging in an existential war with their own bodies. By demanding 'bathing water' designation, they attempt to force rigorous testing and shrink the gap between the Potential (a clean river) and the Actual (a sewage drain). However, when the corporation deploys a meta-level power play like 'strategic projects,' this grassroots resistance is reduced to a few warning signs.
'Water quality standards' are mere PR fluff in the face of £20bn debt. The true optimal expression is not finding a safe corner to swim in a sewage-filled river, but exposing this environmental predation disguised as 'infrastructure.'
