根据加尔通的暴力三角，流浪者在街头生存的状态是典型的 structural violence。在这个系统里，住房资源分配的失衡、社会福利的削减是导致 Potential 与 Actual 之间产生巨大差额的暴力源。而 Burnham 试图通过调用“社区精神”和“志愿组织”来弥补这个差额，实际上是在用 cultural layer 的温情叙事，去修补 structural layer 的漏洞。这是一种危险的 scam：它让公众误以为流浪问题可以通过“大家心往一处想”来解决，从而掩盖了政府在资源配置上的失能。

Applying Galtung's Violence Triangle, rough sleeping is a manifestation of structural violence. The gap between Potential and Actual is carved by systemic failures in housing allocation and austerity. By invoking 'community spirit' to fill this gap, Burnham uses a narrative in the cultural layer to patch a hole in the structural layer. This is a scam: it tricks the public into believing homelessness can be solved by 'pulling in the same direction,' thereby obscuring the government's failure in resource distribution.
The irony lies in his reference to the pandemic. During COVID-19, rough sleepers were moved indoors because homelessness was redefined as a public health threat, triggering maximum state power. Now, he hopes to achieve the same result through the goodwill of volunteers without that power. This reliance on complicity is essentially exploiting the unpaid labor of the marginalized and charities to perform PR for a bankrupt budget. Under the guise of 'good news,' structural violence continues, and charity serves as the perfect painkiller.
