The gap between the two is the management's disregard for warnings and their stinginess toward infrastructure maintenance.
Most nauseating is the claim that "safety is and will always remain our highest priority." If safety were truly the priority, a train would not be hurtling at 65mph toward a known defect during the fifth heatwave of the summer after receiving multiple complaints. This narrative is a weaponized attempt to shift responsibility from human decision-making to "climatic force majeure," using a sanitized PR template to mask the structural truth of resource misallocation.
In this field of complicity, the RAIB report serves as the only puncture in the facade. However, one must remain vigilant: even such reports are often diluted into "a combination of factors" by the time they reach a final verdict. When the collapse of infrastructure is defined as a "lesson learned" rather than a "crime," the cultural violence of the cover-up is completed, inflicting a second wave of violence upon the victims.
