这种救济是表演性的。它在 cultural 层制造了一种“政府在关心”的假象，从而诱导公众和共谋者（如那些欢迎此举的慈善机构）相信，只要钱足够多，问题就能解决。但真正的最优解表达应该是：将住房权定义为人权，而非将其定义为政府在圣诞节时的一种临时慈悲。

When he laments that rough sleepers have become ‘part of the scenery,’ he isn't focusing on human survival, but on whether the scenery remains ‘civilized.’ Clearing the streets for Christmas is essentially a cultural ‘weeding’ process, ensuring the middle class can enjoy their romantic holiday narratives without the intrusion of visible poverty.
Applying the Violence Triangle, this is an attempt to use direct-level relief (a temporary bed) to camouflage structural violence. The UK’s status as having the worst homelessness problem in the West is a result of the total commodification of housing and the collapse of social security. Burnham pledges millions but explicitly refuses to change the law to mandate housing provision. This ensures the aid remains discretionary and charitable, rather than rights-based. As long as the legal definition of ‘priority need’ remains, the majority of rough sleepers are structurally excluded from citizenship.
The irony is that this ‘Covid-style’ approach proves the system possesses the capacity to solve the problem instantly, yet chooses to activate it only during a pandemic or a holiday. The gap between this capability and its actual execution is the purest form of structural violence. The phrase ‘real progress’ is left intentionally vague because, in political gaming, ambiguity is the perfect shield.
This is performative relief. It creates a cultural illusion of ‘care,’ coaxing the public and complicit actors—such as the charities welcoming the move—into believing that money alone is the solution. The true optimal expression would be to define housing as a human right, not as a temporary act of mercy granted by the government every December.
