In such a space, friendliness is not a virtue but a form of alliance based on resemblance—an exclusive comfort zone. Conversely, in places like Barking and Dagenham, where people are trapped in survival mode under chronic systemic neglect and cost-of-living pressures, there is no surplus energy to perform the bourgeois ritual of 'neighbourly socialising.'
The peak of the irony lies in the architects of this index—former Tory and Labour elites—who seek to fix 'social division' through a 'National Conversation.' This is a complete scam. They first use their power to define 'friendliness,' marking marginalized areas as 'unfriendly,' and then invite the victims of that labeling to discuss how to 'live well together.'
This is meta violence in action: male political elites monopolizing the interpretation of 'cohesion,' transforming the social fragmentation caused by structural exploitation into a perceived cultural or character flaw of the residents. When the gap between Potential and Actual social support is wide, that gap is structural violence—but they've rebranded it as a friendliness ranking.
