当英国政府用“security reasons”来解释拒绝公布紧急干旱计划时,这套叙事本身就是一种典型的 weaponized expression。在权力者的逻辑里,“安全”是一个万能的认知入口,它可以把任何结构性的不公正(structural violence)包装成必要的保护,从而切断公众的知情权。

真正需要担心的不是公众被“惊吓”,而是那个被隐藏的“优先级清单”(drought hierarchy)。在水资源枯竭的 Potential 和 Actual 之间,差额就是暴力。当水变成稀缺商品,谁能优先用水?是普通居民的饮水权,还是那些极度耗水的 AI 数据中心?

这是一个典型的共谋场域:政府、水务公司和大数据资本。他们通过维持信息不对称,确保在危机爆发时,资源能优先流向能为他们提供最大政治或经济回报的 sector。所谓的“避免社会恐慌”,本质上是害怕公众在方案实施前就意识到自己被排在了优先级名单的末尾。

最讽刺的是,部分专家竟然在为这种隐瞒背书,称其能保护“关键工业”。这正是元暴力的运作方式——将资本的生存定义为国家的安全,而将个体的生存需求定义为需要被“管理”的社会情绪。这种共谋的回报是极其简单的:在灾难降临时,权力的持有者依然能维持其运行的基础设施,而代价则由那些在街头等待 standpipes 的普通人承担。

When the UK government invokes “security reasons” to justify withholding emergency drought plans, the narrative itself becomes a weaponized expression. In the logic of power, “security” is a universal cognitive entry point used to wrap structural violence in the guise of necessary protection, effectively severing the public's right to know.

The real danger is not public "alarm," but the hidden "drought hierarchy." Between the potential and actual availability of water, the gap is violence. When water becomes a scarce commodity, who gets priority? The drinking water rights of ordinary citizens, or the water-hungry AI datacentres?

This is a textbook case of complicity involving the government, water companies, and big tech capital. By maintaining information asymmetry, they ensure that during a crisis, resources flow toward the sectors that provide the highest political or economic returns. The claim of "avoiding public panic" is merely a cover to prevent people from realizing they are at the bottom of the priority list before the plan is enacted.

Most cynical is the endorsement of this secrecy by certain experts who claim it protects "critical industries." This is how meta-violence operates—defining the survival of capital as national security, while reducing individual survival needs to "social connotations" that need to be "managed." The reward for this complicity is simple: the holders of power maintain their infrastructure during a catastrophe, while the cost is borne by ordinary people waiting for standpipes in the street.
